Rates & Charges
Thriving communities need reliable water, wastewater, and solid waste services to support public health and safety, economic development, population growth, and quality of life. As the wholesale essential services provider to over two million North Texans, we must maintain, improve and expand existing infrastructure while planning for the future.
NTMWD serves some of the fastest-growing counties in the nation, and more than 55,000 people a year are moving to our service area. We need new infrastructure and new water supplies to meet that growth.
Over the coming years, we're investing billions of dollars through our Capital Improvement Program (CIP) in our service area to support public health, quality of life and economic growth for future generations.
The District issues long-term debt to finance the majority of our capital spending, and the cost to pay for that debt is built into the wholesale rates we charge our Member Cities and Customers. Bond funding allows us to demonstrate financial stability, maintain high credit ratings, and secure lower-interest loans that ultimately save customers money.

2026 CIP: How We're Spending Your Money
NTMWD will invest an estimated $1.7 billion in our regional infrastructure during the 2026 fiscal year as part of our ongoing CIP. NTMWD’s planned capital improvement spending in 2026 follows nearly $1.1 billion in capital investments by the District in fiscal year 2025 through a variety of projects in the region.
This year's CIP includes funding for a variety of projects that support essential services in your community:
- We’re devoting more than $1.3 billion in 2026 to ensuring a safe, reliable water supply for North Texas, including $605 million in two new pipelines that will transport additional water from Lake Texoma to our Leonard and Wylie Water Treatment Plants.
- We’re investing nearly 15 percent of our capital budget ($259 million) in maintaining critical infrastructure across our service area, including repairing water and wastewater pipelines and increasing wastewater peak flow capacity.
- We also allocate some of our capital funds to ensure ongoing compliance with updated state laws and regulations. We’re devoting $60 million in 2026 to meet state emergency preparedness requirements and keep our treatment plants operating during an extended power outage.
