    Competitive sealed proposals (CSP) for the North Texas Municipal Water District Lower Bois d’Arc Creek Reservoir Program – Water Treatment Plant and Pump Stations Project will be received at North Texas Municipal Water District, 505 East Brown Street, Wylie, TX. 75098. Proposals are to be turned in by 2:00 p.m., prevailing time on December 12th, 2017. Said procurement shall include Bid Package #1.1 for the Leonard Water Treatment Plant project number 384 as described in the Bid Documents. Bid Package #1.1 Ozone Equipment Package includes but is not limited to all work, labor, equipment, personnel, and materials necessary to complete the requirements of the proposal documents including;
    Ozone Equipment Package, for the Water Treatment Plant and Pump Stations Project, in accordance with the Bid Documents.
    Competitive sealed proposals (CSP) shall be addressed to Bret Crandall, Garney Companies, Inc. Bids shall be submitted in two separate sealed envelopes marked “Price Proposal” and “Technical Proposal” with the project name “North Texas Municipal Water District Lower Bois d’Arc Creek Reservoir Program – Water Treatment Plant and Pump Stations Project – Bid Package 1.1”. For further details refer to Specification Section 00 21 13 Instructions to Bidders, Section 8 Submissions of Bids. Any bid proposal received after 2:00 p.m., prevailing time on December 12th, 2017, will be returned unopened. No bid may be changed, amended, or modified after the above time and date. A bid may, however, be withdrawn and resubmitted any time prior to the time set for receipt of bids. No mandatory pre-bid conference will be held in regards to Bid Package 1.1. It is anticipated that Bid Documents will be made available no later than November 20th, 2017 at the following web address: https://team.garney.com/lbcr. You will need to add your contact information to the Bidder’s List. At that point you will be emailed a link and password to access the Bid Documents.
    Bid Documents may be downloaded from the above mentioned website for free or contact Bret Crandall to be provided documents from Garney Companies, Inc. No hard copies of plans or specifications will be made available. It is the responsibility of the interested party to download and print the Bid Documents. Please contact Bret Crandall (bcrandall@garney.com) by email with any questions. North Texas Municipal Water District, Freese and Nichols, Inc., and Garney Companies, Inc. (Contract Team) will receive and open all proposals in a manner which does not disclose the contents to the
    respondents or the public during the selection process. Bids will be turned in to the main reception desk at the North Texas Municipal Water District’s Wylie, Texas office previously mentioned. The selection shall be made public after award of the agreement or not later than the fourteenth day after the date of the final selection of bids or proposals, whichever is later. In addition to the proposed costs, selection will be made based upon the entire proposal package. Additional Information can be found in the Section 00 21 13 Instructions to Bidders. The Contract Team reserves the right to make an award to other than the lowest priced bidder per Texas Government code chapter 2269. Award is subject to the discretion and final approval of the North Texas Municipal Water District. All bids shall be valid for a period of 180-days from the date bids are open and no bid may be withdrawn until after the expiration date. Advertisement for Bids 00 11 13 – 2 Lower Bois d’ Arc Reservoir Program – Water Treatment Plant and Pump Stations Project 11/17/2017 Qualifications as stated in the instructions to bidders will be strictly enforced and any bidder not meeting these qualifications may be disqualified. This contract is contingent upon release of funds from the Texas Water Development Board. Any contract or contracts awarded under this Invitation for Bids is/are expected to be funded in part by a loan or grant from the Texas Water Development Board. Neither the state of Texas, nor any of its departments, agencies, or employees are or will be a party to this Invitation for Bids or any resulting contract.
    Each bidder shall furnish a bid guarantee equivalent to five percent of the bid price (Water Code §17.183). If a bid bond is provided, the Contractor shall utilize a surety company which is authorized to do business in Texas in accordance with Surety Bonds and Related Instruments, Chapter 3503 of the Insurance Code. A governmental entity may not award a governmental contract to a nonresident bidder unless the nonresident underbids the lowest bid submitted by a responsible resident bidder by an amount that is not less than the amount by which a resident bidder would be required to underbid the nonresident bidder to obtain a comparable contract in the state in which the nonresident’s principal place of business is located.
    A non-resident bidder is a Contractor whose corporate offices or principal place of business is outside of the state of Texas (Source: Texas Government Code, Chapter 2252, Subchapter A, Nonresident Bidders, §2252.002). The bidder will complete form TWDB-0459, Vendor Compliance with Reciprocity on Non-Resident Bidders, which must be submitted with the bid. In evaluating Bids, Contract Team will consider the qualifications of the Bidders, whether or not the Bids comply with the prescribed requirements, and such alternates, unit prices, and other data, as may be requested in the Bid Form prior to the Notice of Award. The following criteria will be used in the evaluation process when selecting Bidders.
