    Competitive sealed proposals (CSP) for the North Texas Municipal Water District Lower Bois d’Arc Creek Reservoir Program – Raw Water Pipeline Project will be received at North Texas Municipal Water District, 501 East Brown Street, Wylie, TX 75098. Proposals are to be turned in by 2:00 p.m., prevailing time on October 16th, 2018. Said procurement shall include Bid Package #1 for the Lower Bois d’Arc Creek Raw Water Pipeline Project as described in the Bid Documents.

    Bid Package #1 – Material Procurement Packages includes but is not limited to all work, labor, equipment, personnel, and materials necessary to complete the requirements of the proposal documents including; Large Diameter Pipe, Large Diameter Butterfly Valves, Air Release and Air Vacuum Valves, Gate Valves (Small Diameter), Precast Materials, and Aggregates for the Lower Bois d’Arc Creek Raw Water Pipeline, in accordance with the Bid Documents.

    Competitive sealed proposals (CSP) shall be addressed to David Burkhart, Garney Companies, Inc.     North Texas Municipal Water District, Freese and Nichols, Inc., and Garney Companies, Inc. (Contract Team) will receive and open all proposals in a manner which does not disclose the contents to the respondents or the public during the selection process. Bids will be turned in to the main reception desk at the North Texas Municipal Water District’s Wylie, Texas office previously mentioned. The selection shall be made public after award of the agreement or not later than the fourteenth day after the date of the final selection of Bids or proposals, whichever is later. In addition to the proposed costs, selection will be made based upon the entire proposal package. Additional Information can be found in the Section 00 21 13 Instructions to Bidders. The Contract Team reserves the right to make an award to other than the lowest-priced Bidder per Texas Government code chapter 2269. Award is subject to the discretion and final approval of the North Texas Municipal Water District. All Bids shall be valid for a period of 60-days

This contract is contingent upon release of funds from the Texas
    Water Development Board. Any contract or contracts awarded under this Invitation for Bids are expected to be funded in part by a loan or grant from the Texas Water Development Board. Neither the state of Texas, nor any of its departments, agencies, or employees are or will be a party to this Invitation for Bids or any resulting contract.

    Each Bidder shall furnish a Bid guarantee equivalent to five percent of the Bid price (Water Code §17.183). If a Bid bond is provided, the Contractor shall utilize a surety company which is authorized to do business in Texas in accordance with Surety Bonds and Related Instruments, Chapter 3503 of the Insurance Code.

    A governmental entity may not award a governmental contract to a nonresident Bidder unless the nonresident underbids the lowest Bid submitted by a responsible resident Bidder by an amount that is not less than the amount by which a resident Bidder would be required to underbid the nonresident
