Title: Assistant General Manager - Planning & Engineering


Role

As the Assistant General Manager - Planning & Engineering, Cesar Baptista oversees all aspects of NTMWD planning, engineering, and construction of capital improvement projects, including real estate acquisition, permitting, and energy procurement. 

Experience & Background

Cesar joined NTMWD in 2015 bringing with him more than 30 years of experience in the municipal water and wastewater industry. He has extensive experience in planning and delivery of large capital programs related to conveyance and treatment facilities. He has been involved in overseeing the development of engineering plans and construction of the $150-million Trinity River Main Stem Pump Station and the $1.2 billion Bois d'Arc Lake project and related infrastructure that was completed in 2023. With his leadership, the District awarded over $1.1B worth of projects in fiscal year 2024, which was the single largest Capital Program in the history of the District.
