Ray Stephens is a retired United States Marine Corps veteran with a distinguished record of public service and academic leadership. He holds a Doctorate in Homeland Security Leadership, along with graduate degrees in Homeland Security, Emergency Management, and Global E-Learning, and a bachelor’s degree in Security Management in Homeland Security.
Following his military service, Mr. Stephens transitioned into higher education and currently serves as the Program Coordinator and Professor for the Homeland Security and Emergency Management Program at Central Texas College. His expertise and leadership have shaped the next generation of professionals in national security and emergency response.
Mr. Stephens has held numerous leadership roles, including service on the Secretary of the Navy Retiree Council, the Forney City Council, and boards for the Forney Economic Development Corporation, Forney Animal Shelter, and Kaufman County Crimestoppers.
He has also participated in leadership programs for the City of Forney and Kaufman County. Additionally, he served as a representative for Kaufman County on the North Central Texas Council of Governments board.
