As the Interim Assistant Deputy – Human Resources & Administration, Brian Brooks oversees all aspects of Human Resources Management, ensuring the efficient operations of personnel management across all business lines. Brian is also responsible for the areas of Records Administration, Core Training and Safety.

As the Assistant Deputy – Strategy & Performance, Brian worked with members of the Executive Team, Managers, Supervisors and the Board of Directors, to identify potential efficiencies, conduct analysis, propose changes or improvements, and develop supporting policies and procedures. He supports the development, updates and reporting of results for the North Texas Municipal Water District Strategic Plan.

Experience & Background

Brian has worked in the Public Administration field for more than 15 years. Before joining the District, he served as City Manager for nine years at the City of Forney, Texas. During his tenure, Forney saw exponential growth in commercial and residential areas. Brian has also worked for the Texas cities of Kerrville, Ennis and Duncanville, as well as Asheville, North Carolina. His expertise is in government/non-profit management, strategic planning, finance and personnel.
