As the Assistant Deputy for Wastewater, Brewster will oversee all aspects of the Wastewater System which includes leading a staff of over 230 people, 13 wastewater treatment facilities and a complex wastewater conveyance system; operating on an annual budget in excess of $150 million. Wholesale wastewater services are provided for 24 cities and 1.4 million people in the North Texas area.
Experience & Background
David is a is a retired naval officer with over 25 years of experience in leadership and asset management, and more than 15 years of wastewater and refinery management experience. He is a Magna Cum Laude graduate from Hawaii Pacific University with a Bachelor’s Degree in Political Science, and a Cum Laude graduate from the University of Phoenix with a Master’s Degree in Business Administration.
David joined the District in 2019, and has served as the Assistant Manager for Regional Wastewater Systems, and most recently as the Sewer Systems Manager. He is a licensed wastewater operator in Texas (Class A), and Virginia (Class III). He is a Certified Maintenance and Reliability Technician (CMRT), as well as a Certified Maintenance and Reliability Professional (CMRP) through the Society for Maintenance and Reliability Professionals (SMRP).
David serves as a member of the Water Environment Federation (WEF), Workforce Sustainability Subcommittee and is currently Vice-Chair for the Leadership Workgroup. He also serves as the Treasurer for the Texas Water Utility Association (TWUA) North Central Regional School Board (NCTRS).
