As the Chief Information Officer, Jim Shirley oversees all aspects of the Business Network, the Enterprise Asset Management Program, Geographic Information Systems (GIS), and the Supervisory Control and Data Acquisition Network (SCADA). Jim partners with the NTMWD Maintenance Officer to implement the District’s Computerized Maintenance Management System, known as Maximo.
Jim also oversees all aspects of the Environmental Services Division, which is composed of five departments including: Environmental Programs, Laboratory, Pretreatment, Permitting and Regulatory Compliance. These departments support the needs of the NTMWD Water, Wastewater and Solid Waste systems through environmental monitoring, sample analysis, permit support, regulatory compliance, and implementation of the industrial pretreatment program through sampling, inspection, permitting, and compliance tracking of industrial users.
Experience & Background
Jim has served as the Chief Information Officer of the NTMWD since February 2011 and is responsible for the day-to-day operations of the IT Department which serves as the hub for all communications and information systems, SCADA control, and business technology.
Jim earned his Bachelor of Science in Business Management from Charleston Southern University in South Carolina, graduating magna cum laude. He retired in 1998 from the U.S. Navy as a Chief Petty Officer in the Submarine Force where he served aboard four nuclear powered ballistic missile submarines.
Jim spent many years in the technology field prior to working for NTMWD, including at Intervoice, Inc. where he managed hardware, network, and software solutions for the telecom technology provider. He also worked for Cisco Systems where he managed the new product development for business technology communication and switching solutions, as well as scalable, cost-effective security technologies.
