Role

As the Director of Communications, Wayne reports to the Executive Director and is a member of the District’s Executive Leadership Team. He leads the Communications Department team to develop, implement, and manage the District’s communication strategies to build and sustain public trust; engaging in public education for conversation; enhancing awareness of the value of water; promoting District operations, policies, programs, and projects; and establishing the District as a reliable and trustworthy source of information to both internal and external stakeholders. He provides hands-on leadership for public relations, internal communications, media relations, messaging, and presentation strategy for in-person, website, and social media outlets, public education and outreach, as well as various activities. He directs communications in partnership with member and customer cities; the development of publications, materials, and videos; branding and messaging guidelines; and communications for emergencies, crises and other issues that impact the public. Wayne serves as the primary media spokesperson and creates opportunities for the District’s subject-matter experts within the framework of communications and marketing.

Experience & Background

Wayne has more than 30 years of municipal communications experience, which includes the services and projects associated with water, wastewater, solid waste and an array of conservation programs. He has served the communities of Kissimmee, FL; Port St. Lucie, FL; College Station, TX and Mesquite, TX. His background includes various forms of public communication and marketing including media relations, publications, video production, website development, social media, community relations and special events. He has served as the lead spokesperson for a variety of news stories and as the Public Information Officer in emergency operation events. He is an active member of the Texas Association of Municipal Information Officers (TAMIO), City-County Communications & Marketing Association (3CMA), Public Relations Society of America, North Texas PIO Group, and the Regional Public Education Committee/NCTCOG Emergency Preparedness Department. Wayne serves professional peers through participation in the TAMIO Teammates and 3CMA CONNECT Mentorship Program.
