NTMWD TO INVEST MORE THAN $1 BILLION IN REGIONAL INFRASTRUCTURE IN 2025
Rapid Growth in North Texas Driving District’s Capital Improvement Plan, Budget Increases


The North Texas Municipal Water District (NTMWD) will invest an estimated $1.1 billion during the 2025 fiscal year as part of its ongoing capital improvement program to support reliable essential services in the North Texas region. Capital projects included in these investments are critical to ensure uninterrupted water, wastewater, and solid waste service delivery now and in the future. 

NTMWD’s Board of Directors approved the District’s 2025 fiscal year budget at its most recent board meeting on Sept. 26. The District’s budget will increase 10.5 percent to $821 million in 2025, including about $435 million for debt service related to capital improvement projects. NTMWD issues long-term debt to finance the majority of its capital improvement program, and over 90 percent of the 2025 budget increase is due to capital investment.  

Rapid growth in North Texas continues to drive NTMWD’s investments in infrastructure. The District’s 2,200 square mile service area includes some of the fastest-growing counties in the nation, with more than 55,000 people a year moving into the region. These communities are also experiencing a corresponding expansion of corporate and industrial interests. 

“We need to build new infrastructure and maintain our aging systems to ensure we continue to deliver essential services people in our region depend on every day,” said Jenna Covington, Executive Director and General Manager of NTMWD. “Over the coming years, we’ll be investing billions of dollars in North Texas to support public health, quality of life and economic growth for future generations.” 

NTMWD plans to invest $447 million in its large regional wastewater infrastructure and smaller sewer systems in the 2025 fiscal year. This includes $100 million dedicated to increasing the capacity of the District’s regional wastewater systems during wet weather events. 

“More people moving to North Texas means more wastewater flows into our sewer systems,” Covington said. “Ensuring our wastewater systems can handle increasing flows protects public health and the environment and helps prevent sanitary sewer overflows.” 

The 2025 capital improvement program also includes $390 million to ensure a safe, reliable water supply for the District’s service area, including launching multi-year projects to expand water treatment capacity at NTMWD’s Wylie and Leonard Water Treatment Plants. 

In addition, NTMWD will invest nearly 20 percent of the capital improvement program budget ($200 million) in maintaining critical infrastructure across the service area, such as water and wastewater pipelines. Other capital improvements include $40 million to meet state emergency preparedness requirements and keep the District’s treatment plants operating during an extended power outage. 

NTMWD’s planned capital improvement spending in 2025 follows nearly $1.1 billion in capital investments by the District in fiscal year 2024 through a variety of projects in the region. 

NTMWD funds its budget through the wholesale rates it charges Member Cities and Customers for water, wastewater and solid waste services. More information on NTMWD’s wholesale rates is available on the District’s website, including updated wholesale water rates for 2025.
